BJP raises hydro project issue

ITANAGAR, May 10: Bharatiya Janata Party (BJP) MP and national spokesperson Tarun Vijay yesterday raised in Rajya Sabha the issue of ongoing opposition to Tawang dam in Arunachal Pradesh.

Pointing out the opposition to dam by local villagers and Monks, the MP demanded that the Govt must take cognizance of it before it’s too late.

The BJP MP warned the Central Govt that the ongoing “agitation is now boiling and the villagers have stopped engineers and workers to reach the Dam site. “Arunachal is a very patriotic state where the tri-colour flutters in every village and common villagers speak Hindi. Their patriotism inspires us all, and this is a sensitive border area which is claimed by China,” Vijay added.

“If there are voices of anger and protest over an issue in this region that must be immediately taken care of by the government before it turns violent and takes anti India colour”, Vijay said.

Pointing out that Arunachal has a capacity to produce 50, 000 MW power through hydel projects and the Govt signed MoUs/MoAs  to produce 30,000 MW power the MP  said it must be examined whether the environment would be affected by such big projects.

Even Parashuram Kund, a holy place in Arunachal Pradesh is threatened by hydel power projects, he added.

 

Uma Maa Sahib award  to Etalo Mega

ITANAGAR, May 10:  Bharat Bhushan Shethy, Commandant 186 Central Reserve Police Force gave away the Uma Maa Sahib Award 2012 instituted by the ASSET to Etalo Mega for his outstanding service rendered to the society by keeping the Bamboosa Library open throughout the year in the past five years, in an impressive function at Tezu today.

The commandant highly appreciated the services rendered by Etalo and called upon one and all to draw inspiration from such young leaders.

Addressing a hugely gathering of social workers, officers and CRPF personnel, Shethy said that CRPF as a force will always strive and take part in building a good and progressive civil society.

NE folk dance festival

ITANAGAR, May 10: State Govt is organizing a one day North East folk dance festival at Basar on May 12. The programme is supported by the North East Zonal Cultural Centre under the Union ministry of culture.  All the Northeastern states will showcase dances of  the region in the festival. Especial attraction will be presentation of rarely displayed folk arts of Arunachal Pradesh.

 

Steps towards implementation of SRI project

ITANAGAR, May 10: A team of agro-scientists from Basar ICAR research complex conducted a three days visit to agricultural fields in Sika Tode, Sika Bamin and Ledum villages for implementation of the System of Rice Intensification (SRI), a pilot project under RKVY.  

During its field visit from May 7 to 9, the ICAR research complex for NE region, Arunachal Centre team comprising of  Dr. V. K. Choudhary, Scientist (Agronomy) and A. Kirankumar Singh, SMS (Agronomy) interacted with the East Siang District Agriculture Officer, O Yomso, district KVK Programme coordinator Dr. Mahesh Pathak and the farmers about the programme. The team also apprised the farmers of all the training, technical and logistic supports to increase the production of rice under the System of Rice Intensification (SRI) programme.

The programme will cover the five districts, namely, Changlang, East Siang, Lohit, Lower Dibang Valley and Tirap districts.

 

Orientation training for EROs, AEROs held

ITANAGAR, May 10: A training cum orientation programme for the Electoral Registration Officers (EROs) & Assistant EROs of Upper Siang district was held in the office chamber of deputy commissioner today.

Attending the meeting, Upper Siang deputy commissioner and district election officer (DEO) Liyon Borang highlighted the pre-revision activities prescribed by the Election Commission of India (ECI) beginning from May 1. He urged the EROs and AEROs to work sincerely for a defect-free photo electoral roll which is the pre-requisite for free and fair election. He pointed out certain variations in the ratio of electors and population in some polling stations and advised the officers to verify the facts. He also asked them the carry out cent percent physical verification of the polling station of their respective jurisdiction and  submit report enabling draft publication of the list as required. Among others, Orin Lego, ERO (Hqs.) also spoke in the meeting. DIPRO

 

DC visits fire mishap site

ITANAGAR, May 10: Lower Subansiri Deputy Commissioner in-charge Taru Talo visited Boasimla area under Kamporijo circle where 60 houses were burnt down in a devastating fire mishap on May 8.

The DC distributed Rs 2700 to each of the victim family. The   DC also constituted a board under the chairmanship of Kamporijo circle officer to assess the loss. He also directed him to submit the report within 3 days.

 

‘Cancel illegal appointments’

ITANAGAR, May 10: All Arunachal Pradesh Unemployed Engineers Association has urged state government to immediately cancel appointments of 8 junior engineers. These appointments were made illegally  in violation of various norms way back in the year 1994, the association said. Most of them have been promoted since then.

While condemning such illegal appointments, the  association called on power department to immediately re-advertise the posts and give chance to deserving candidates.

 

Lower Subansiri bans plastic carry bags

ITANAGAR, May 10: Lower Subansiri  district has taken a step forward in maintaining clean environment in Ziro-Hapoli township.

The heads of department and NGOs representatives including, bazaar committee secretary, colony secretaries and public leader in a general body meeting held at Hapoli on May 9 decided  to  impose blanket ban on selling and use of plastic bag and encourage use of safe and bio-degradable tissue paper within the  Ziro/Hapoli township. The meeting  also unanimously decided to provide waste containers in private residences, commercial and Govt establishments after a month.

UD and Housing department Deputy Director P K Thungon informed the that tipper will be made available to collect waste materials daily from colony and market areas. A waste recycling park is being prepared, the director further informed.

Earlier, district medical officer, Dr Hage Tam, who presided over the meeting, expressed concern over use of non-eco-friendly materials and unhygienic condition of the township.

 

Army nabs NSCN(IM) cadre

ITANAGAR, May 10: Assam Rifles along with Arunachal Pradesh Police personnel apprehended a hard-core NSCN (IM) cadre in Tirap today.

The Army and APP personnel carried out a well planned joint operation in Deomali today which led to apprehension of self-styled Corporal Thebam Wangkhop.

A pistol, a Chinese made hand grenade and 10 rounds of AK bullets were recovered from the cadre.

The self-styled corporal Thebam is son of Samjang Wangkhop of Kolagaon vill in Tirap was tasked to extort money from Deomali by another self-styled Capt Simon.

The apprehension of the cadre has not only dented the morale of the cadres but also gave a major blow to the extortion racket being run by cadres of NSCN faction in Deomali, according to an Army release.

NCPCR expresses concern at violation of child rights

Naharlagun, May 10: National Commission for Child Right Protection (NCPCR) Chairperson Prof. Shanta Sinha expressed concern over child marriage still prevalent in some areas of the state.

“We must not tolerate violence on our girl child through the social evil of child marriage as it is also violation of Child Rights and we must sustain our fight and take proactive steps,” Prof Sinha, who arrived here yesterday to assess and take up child rights issue, said in a meeting with  the In Charge Chief Secretary and Commissioner  Education Ganesh Koyu  and other senior Govt. officers at CS Conference Hall, at Banquet hall here today. She said, “We need to carry forward our fight against such evil practices by creating awareness and ensuring education to girl child and providing livelihood opportunities. During the meeting, the Chairperson expressed her keenness to know the status and steps taken by various departments, particularly in sectors like education, health, police, labour for welfare, protection  and promotion of the rights of  children in terms of  school enrolment under RTE to address issue of school drop outs and school infrastructure under RMSA, opening of middle and primary schools, functioning of Juvenile Justice Boards (JJB) in districts,  prevention of child trafficking and  elimination of child labour including  of child bondage labour, child  immunization  and de-addiction  programmes.  She suggested for changes in modalities for nominating chairperson of Child Welfare Committee (CWC).

She was briefed of the steps and interventions taken by senior officers of concerned departments to address these issues.

She also spoke on another area of Child Rights and its violation in the form of child labour and child bondage labour and also stressed on community mobilization   of PRIs on Child Rights to create a positive environment for child issues and rights from grassroots level. She lauded the shelter homes run by Oju Welfare Mission and called for sustained funding for such NGOs.

Earlier, the Chairperson was informed that the formation of the State Commission for Protection of Child Rights (SCPCR) is  under active consideration of the State Govt. and the State Govt. is providing grants-in aids to NGOs like Oju Welfare Association (OWA)  working for children in need of care  and protection like destitute and orphans  and running Sishu Graha sand shelter homes.

IGP SBK Singh informed that GoI had provided fund for anti-Human Trafficking Cells at Itanagar, Tezu, Pasighat.

The meeting was attended amongst others by Secretary Kapa Kholie, Secretary PHE  Tomi Ete, Secretary Labour Gamli Padu, Secretary Health & Family Welfare Kaling Tayeng, SPDA, SSA P.N. Thungon,   Director Panchayat, Bidol Tayeng ,  Director Food  and Civil Supplies B Siram, D C Papum Pare, Pige Ligu, SP Papum Pare Nabum Gungte,  Director Social Welfare,Women & Child Development, Dr. Emi Rumi PD APSACS, ADC Capital Bokar Basar and Director IPR Leki Phuntso.

Earlier, another meeting with NGOs and Child Rights Activists was also held at Hotel Donyi Polo Ashoka where she was apprised by Chairperson APSCW (Arunachal Pradesh State Commission for Women )  Gumri Ringu that  cases of child marriage which is still practiced in Kurung Kumey and East Kameng districts are also disposed off by APSCW under the provisions of  Child Marriage Act 2006 and that of cases of Bondage Labour Act,1976. Ringu informed that the Arunachal tribal society is going through transitory phase with customary laws still being practiced.

On the issue raised by President ICCW-AP (Indian Council for Child Welfare-Arunachal Chapter),  Jarjum Ete on reinforcing of child mental and social wellbeing, she agreed that one of the vital focuses of NCPCR is the need  for keeping alive the family linkage and social support for destitute and orphans and children in general as a child require his family roots even in institutional care.

Informing that NCPCR has set up a NE cell to give special focus to NE region and sought their support.

Mepung Tadar Bage of ICCW-AP , Yapi Kulo, Member APSCW, Tailyang Shanti, Chairperson Achukuru Welafre Society, Rupesh Mathur from Vivekananda Arunjyoti, Toko Dipti Bengia, member CWC, Paum Pare unit,  Father Cyriac SDB, Director DBYC, representatives from OWA, RKM Hospital, Ita nagar,    and  NGO JSS , Goter Tali Advisor APWWS  were present among others.

The team also visited orphanage centre, shelter home and vocational  training centre of Oju Welfare Mission at Naharlagun and had a heart to heart talk with the inmates of the Short Stay Home. She was moved when she heard their plight and praised the Organization for sheltering and rehabilitating them. The team also held meeting with Vice-Chancellor and HoDs of RGU, Rono Hills.

Disturbing prevalence of child marriages in Arunachal

28 cases settled by APSCW

ITANAGAR, May 10: Since September last year, the Arunachal Pradesh State Commission for Women (APSCW) has settled/disposed off a record 28 cases.

Alarmingly, most of the cases pertains to child and forced marriages. Of the seven cases of child and forced marriages recorded since September last year, Kurung Kumey district tops the dubious list while Papum Pare and Lower Subansiri have one case each.

The massive problem faced by the Commission headed by Gumri Ringu, is the rehabilitation of these young girls who often are abandoned by their families and face the lifelong threat of being assaulted by the families of perpetrators of child marriages. The state has just one functional shelter home run by Oju Mission. The shelter home also offers vocational training course for the girls to secure their future.

Some of the victims of child marriages are as young as eleven, which amply imply that a policy needs to be in place so that these children at least have access to education and other facilities so that they have a normal childhood.

One more disturbing aspect is the cases pertaining to Puroiks, a community who were forced as bonded labours. Though they were freed from bondage constitutionally, even today the community is faced with exploitations including working as unpaid labourers of their old masters. Many of the girls are sexually abused.

The Commission is grappling with ways to rehabilitate them as most of the girls have ended up going back to the families for whom they work for.

Others that have come to the Commission include domestic violence, polygamy and maintenances cases.

 

 

Hard work is the key to success: Dr Radhe Talo

ITANAGAR, May 10: Dr Radhe Talo, the lone Arunachalee to crack the UPSC Examination 2011 has credited hard work for his success. A graduate from JIPMER Pondicherry, he is one among the 910 candidates recommended for appointment to the IAS, IFS, IPS, IRS and other Central Services.   

When asked during a brief interaction with this daily, he said that hard work paved way for his success.

A product of VKV Seijosa and Balijan and RKM Deomali, Dr Talo topped the State Joint Entrance Examination in 2003 by securing first in PCM category and third in PCB.

Son of Late Radhe Gyute and Radhe Yapa of Tajang Village of Lower Subansiri, Dr Talo lost his father when he was just six months old. Because of his persistent hard work and support from his family, he has achieved what many young people of dream of.  Right from school days, he had dreams of cracking UPSC examinations and started preparation for the examination, considered the most prestigious in the country.

He succeeded in his second attempt.

This year, more than 2, 43,003 candidates appeared for the preliminary examination. 11984 qualified for the Main written examination held in October-November, 2011 out of which 2417 candidates were selected for the Personality Test conducted in March-April, 2012.

While he worked hard for UPSC examination, Dr Talo also sat for Arunachal Pradesh State Civil Service Examination. He is one of the candidates selected for Personality Test which is scheduled for May 15.  

 

 

Sharing a cup of tea mission’ launched

Pasighat, May 10: To encourage tea cultivation in the state, the department of trade and commerce today launched a pilot project titled “Sharing a cup of tea mission” for the small and marginal tea growers here today.

This scheme is being implemented for the first time in the state  specifically engineered to assist financial assistance in the form of supplying tea saplings to small and marginal tea farmers.  “Tea cultivation can provide economic independence to the rural folks if taken up seriously and with dedication, East Siang deputy commissioner Talem Tapok said while launching the project today.

The DC appealed all to take up tea cultivation seriously which will boost rural economy. It is eco-friendly and enhance the natural scenic beauty too, he said and urged tea growers to work hard and be laborious to be successful in this field.

He also distributed free tea saplings to the selected farmers of the district. DIPRO

 

 

BJP accuses govt of failing to deliver

Itanagar, May 10: The opposition Bharatiya Janata Party (BJP) has severely criticized the ruling Congress Govt in the state for failing to deliver its citizens good governance in all fronts.

Raising several serious issues, including the reported precarious financial position, law and order situation, boundary problems etc. in its extended state office bearers meeting here yesterday, BJP claimed the state govt has totally failed to address the grievances of its people. Claiming total breakdown of law and order, the party alleged that the Govt was not giving proper attention towards the grave situation. The unresponsive attitude of the government is aggravating the situation, it said.

The BJP which has been demanding for a full time Home Minister since long said: “The chief minister should either appoint a full time Home Minister or give his full time to the rising law and order situation.”

On the vexed inter-state boundary issue, the party said that the state govt could have actively pursued the matter taking the opportunity of same Congress Govt at Assam, Arunachal and Centre instead of sitting idly and waiting for the report of the one-man commission. It (Govt) neither involves the opposition party nor take up the issue itself seriously for a permanent solution to the problem, the party lamented.

The BJP said that the issue of rampant fiscal irregularities and poor financial position was first raised by it in April after some banks dishonored govt. payments for somedays and had demanded a clarifications on the matter from the state govt.

Alleging that the ruling Congress govt. in the state is looting the state exchequer, the party demanded Govt to make it public the fund released to various departments in the fag end of the last financial year (2011-12) and its utilization.

Resolving to fight against govt ‘mis-governance’, the party demanded the government to respond to the demands of AAPSU.

While lauding the roles played by party legislators in the last assembly session, BJP condemned the state government for not placing the CAG report in the recently concluded state budget session thereby depriving the elected representatives to scrutinize and discuss over the reports.

The meeting reviewed the performance of the state BJP legislature and frontal wings on various issues and and in strengthening the party organization.

The meeting was attended by Leader of state BJP Legislature Party Tamiyo Taga and National General Secretary and former Lok Sabha MP, Tapir Gao, party’s state vice president and president (i/c) B.R. Wage, state BJP leaders, office bearers, frontal wings chiefs, and senior leaders.

 

 

AAPSU decries bail grant

ITANAGAR, May 10: All Arunachal Pradesh Students’ Union (AAPSU) has decried  the granting of bail to Pebo Gyadi and Leezen Gyadi in the attack case of its general secretary Tujum Poyom.

Condemning the act of granting bail, the AAPSU said  “the recent development has once again amply reflected the dismal state of affairs in the judiciary system of the state whereby the criminals and perpetrators of heinous crimes are having a free run with full impunity.” The apex student body further said enlarging the accused on bail within few days without even completing the requisite legal formalities has deeply disheartened the union.

Reiterating that the attack on Poyom is attack on the “institute of AAPSU”, the Union termed the latest development as mockery of justice delivery system which needs to be viewed seriously by the state government.

The AAPSU calls upon other like-minded welfare organizations and NGOs not to jump into any conclusion and expressed doubt over the integrity and sincerity of the union in this particular case.

 

 

Tuki expresses concern at repeated fire incidents

ITANAGAR, May 10: Chief Minister Nabam Tuki today expressed shock over the devastating fire mishap that gutted at least 60 houses in Boa-Simla of Lower Subansiri district on May 8. In a communiqué, he has directed the district administration and the Relief and Rehabilitation department to immediately assess the situation and provide relief to the victims.

Tuki, meanwhile, expressed serious concerns over repeated fire mishaps in the state and appealed the people to be cautious and adopt mandatory preventive measures. He said devastative fire accidents can only be prevented through awareness and personally taking preventive measures.

“The government or the administration cannot prevent fire until and unless each household and each individual voluntarily takes up preventive measures and remain vigilant against it,” he observed.

Parliamentary Secretary for Health & Family Welfare and Food & Civil Supplies, Nido Pavitra, who is also the local representative, too has expressed grave concern and shock over the fire mishap.

On the directions of Pavitra, who is currently out of the state on official programme, immediate relief materials like buckets, blankets, utensils and 50 kg of rice to each family of the victims were distributed. The Lower Subansiri district administration has also provided relief money of Rs 2700 to each of the affected 60 families.

According to an official report no household material including cash and ornaments could be saved as the accident took place at about 3 pm when people were out attending agricultural chores. However, there was no loss of human life.

All the victim families are being temporarily accommodated in places like the panchayat hall, community hall and local churches. The administration is assessing the damage and losses and would submit a detailed report after finalization.

In a statement today, Pavitra assured assistance to the victim families for their quick rehabilitation and appealed for patience and calm. He directed the district administration and the police to strictly monitor the relief operations and provide every possible assistance to the victims. On behalf of the district administration, Pavitra has also sought additional special package from the state government to rebuild houses for the victims.

Relief and Rehabilitation officials, meanwhile, are also assessing the loss incurred in the mishap. Official sources said that after a detailed assessment relief would be provided to the victims as per government norms.

According to Tado Raja, president, All Lower Subansiri Students’ Union (ALSSU), fire broke out at about 2.40 pm and burnt down all the ill fated houses within 20 minutes.

Unusual blowing of wind and bursting of three cooking gas cylinders spread the fire and gutted the houses within no time. Some of the houses could have been saved if wind did not support fury of the fire, said an eye witness.

Yowa Apo, a victim told that he was in his agriculture field when the fire broke out. On his return to the village in the evening, he found his house, motorcycle and other costly household items including a cash amount of Rs. 45000 reduced to ashes.

Nido Tagom, Development Chairman of 25th Raga S/T Assembly Constituency informed the victims that the local MLA will provide 20 pieces of CGI sheets to each family.

It was the most devastating fire accident ever occurred in Boasimla, said Tagom.

All Tei Temir Welfare Society (ATTWS), Kamporijo also distributed one blanket each to the victims as immediate relief.

Pegmir Topu, secretary of the Society said they have already issued circular to all the bamboo grove owners of the area to let the victims use their bamboos in reconstruction of their houses. The Society is also ready to extend physical help in reconstruction work, he added.

 

 

Villagers blame PHED for water crisis

RUKSIN, May 10: The villagers of Moli side of Ngorlung village and parts of Rayang have been facing hardship due to acute shoratge of drinking water. The villagers blame poor management and negligence by the Pasighat division of public health engineering department (PHED) for the drinking water crisis.

It is alleged that the pipelines connected with a 10,000 litre storage-tank at Ralung, an upper hamlet of main Ngorlung village was insufficient  to feed water to whole of the villages. The much-hyped Ledum Mega project, which would covers as many as 30 villages of the area is still a distant dream.

The villagers claim that the drinking water supplied to the rural areas is unhygienic and without proper treatment which is causing water borne diseases. Residents of Ngorlung part-II are the worst sufferers. They have to fetch water for drinking and other purposes from unhygienic water sources.

“About 15 families of my locality are the worst sufferers. We are seeking help from the local student organizations to mitigate the problem as well as take action against the PHED engineer for allegedly neglecting the water management system,” said an elderly citizen of Ngorlung-Moli.

The PHED section engineer of Ruksin, however, denied the allegations. He said that water went dry at sources causing water shortage. Moreover, misuse of supplied water and non-functioning of village level ‘Water Sanitation Committee’ were some of the main causes of drinking water shortage in the area, he quipped.

 

 

Youth leadership camp

ITANAGAR, May 10: “Your destiny is in your hands,” Sqd leader Madhura A Warnekar and her husband Sqd leader Manoranjan Das, both pilots in Indian Air Force, told the 152 youths of the ‘Youth leadership camp’.

The camp was  organized by the National Youth Project in collaboration with Gandhi Smriti and Darshan Samiti (GSDS) on ‘creation of self-employment’ at BS&G HQs here.

Responding to questions, Sqd leader Madhura clarified that besides flying there are so many branches in IAF for the aspiring youth to join.

“There cannot be any compromise with safety, particularly for the pilots, for the safety and security of those in the aircrafts, the medical and aptitude tests are very strict. But if you are committed it would not be difficult in developing the aptitude and increasing your height required for the highly skilled job,” she said with confidence.

“I had decided after Cl-XII to join a disciplined force to serve the mother land and prepared accordingly and here I’m before you”, added Sqd leader Madhura, a product of Kendriya Vidyalaya, Naharlagun.

Sqd leader Das pitched in to add, “One can appear the pilot aptitude battery test (PABT) once in a life time to become a pilot after qualifying it. However, whatever job you take up in life do it with commitment and success would embrace you.”

“The PABT test is easy as you play video game. Remain calm and sharpen your aptitude, the most important to qualify the PABT,” the pilot duo added.

The Warnekars - Ashok S Warnekar, his wife Alka (both all-rounder teachers serving Arunachal for over last three decades, son Harshad, product of Naharlagun KV & serving as engineer with a top ranking corporate body and his wife Mrunal, an aurvedic doctor, began with a patriotic prayer: Hey Prabhau teri kripa sey gyan bal ham pa saken, Sadgun se purna ho kar Desh uncha kar sakey’ (Oh God bless us with the strength to acquire all good qualities to make India great), composed by Ashok.

Asked to explain the beauty: the Warnekar couple again sang Ashok’s self-composed: “Yeh bhumi kitini Sundar hai, parbatki yaha ek mala hai, paati prathama hai Surya kiran yeh kehelati Purbanchal.”

Interacting with the participants, Ashok cited the example of foods served to gods and demons by saint on one condition that all would take food with straight hands.

Enraged at the condition, the demons refused to eat, but the gods thought for a second and started feeding each other with straight hands to the great dismay of the demons.

If we the Indian learn this simple quality, India would be free from all ills, including poverty and bring unity and integrity, particularly the North East would merge with the national mainstream, Ashok said to the thunderous applause of the gathering.

Describing the youth as future India, former state KVIC director AK Sharan gave a mantra to the youth to respect their parents and elders at home to create a pure family atmosphere for it to spread to the neighbourhood, the society and the country to make India of our dream – strong, powerful, and prosperous with every Indian living in harmony.

“You are the harbinger of India’s destiny as change agents. Of the 60,000 wave lengths you receive daily, note down the most important ones that could make a difference in your life, set your goal and work with commitment without fixing any boundary for life to achieve it. Don’t try to become boss but leader to lead the people with love to the goal of ‘Mera Bharat Mahan’ as the nation is passing through a critical juncture,’ said APKVIB CEO Sukumal Dev.

Describing their experiences, participants including Aarti Adhikari said that the interactions with the pioneering Arunachalee entrepreneurs were highly inspiring. She urged GSDS to add methodologies in next camp to teach how to translate the philosophy and ideals of Bapu into practice.

 

 

Tassar calls for cooperation to enhance revenue collection

ITANAGAR, May 10:  Parliamentary Secretary of Tax & Excise (T&E) Lokam Tassar has  urged all the departments to extend helping hand in revenue generation and also co-operate with the T & E department.  He was addressing the Heads of the Department at an awareness meeting on Tax Deduction Source (TDS) at Banquet Hall on May 8.

He said that tax collection means fund raising for the Government as the plan size depends on the total revenue collection. Tassar urged all the DDOs to implement the provisions of the TDS. He also said  that all the work departments to should submit the DPR and non-engineering departments should also submit the estimates of the sanctioned procurement items.

He also urged all the engineering departments and other HODs & DDOs to create awareness among the public that tax is being collected for the development of the state, so that there is no resistance from any quarter.

Further, the dealers/suppliers/contractors may be asked to submit registration certificate of VAT or else no work order shall be issued. He also stated that he will initiate Award for highest collector of tax.

T T Gamdik, Secretary (T & E) highlighted the importance of TDS and informed that the department has earned around 230 crores as per the available records in the last financial year and which may go higher on receipt of all the reports from the districts.

Consider Yupia for office building

Dear Editor,

This is regarding the construction of the office building of Director Transport at Yupia.

I am to clarify that the scheme for the building had been sanctioned to be constructed at occupied land of the concerned department at Papu-Nallah. In the absence of proper land allotment, the concerned department as of today is facing lot of encroachment problem. The encroachers have sought legal advice from the High Court and hence the matter of ownership over the proposed plot of land is still subjudiced. Furthermore, the proposed plot of land is not at all suitable for office as the area is very small as per requirement.

The head of the concerned department has requested the Deputy Commissioner, Capital Complex Naharlagun to allot alternate plot of land for construction of office Building.

The DC, Capital Complex Naharlagun has conveyed his inability to provide alternate plot. Seeing no further alternatives, the head of the department has requested the DC Papum Pare to allot suitable plot.

Accordingly a suitable land has been allotted in heart of Yupia, near the vicinity of DC office.

Yupia would be the best location as it would take hardly 15 minutes to reach office since it would soon be connected by the ongoing Arunachal Trans-Highway and upcoming bridge between Yupia and Lekhi village.

Hence public and denizens of capital should not object the shifting of the site to Yupia as getting government land in capital is almost impossible nowadays and also the building works has already started since 2 months.

An open letter to Governor

Dear Editor,

Opium cultivation and its trade are growing at an alarming rate and it is going to be disastrous for the entire state in the near future.

I have personally met the former Chief Minister of the state and also submitted a memorandum to your honour. Though a strong action was recommended by you and the Chief Minister of Arunachal, there has been no strong attempt, except some formalities of destroying poppies by the road sides because many of the leaders and their relatives are involved in this illegal opium cultivation and trade. Unfortunately, the police personnel in the state are infested by the opium addiction. Therefore the opium business transaction goes to thousands of kilos worth crores of rupees every year.

You may be well aware that the opium or Kani, known as black gold is being encouraged because of lack of will power of our Political leaders and I think it will spread to the other districts of Arunachal Pradesh in no time. As of now, more than 60% of the populations including women in Lohit are addicted.

Our govt. employees especially teachers working in remote rural areas are mostly tempted to opium addiction with the already growing addiction among the various sections of the society.

In my opinion there must be regular blood test of drug addicts and if the blood samples show positive they must be warned and sent to de-addiction or rehabilitation centres. Our village leaders like Gaon Burahs and panchayat members are also involved in opium use & cultivation, so they should also be warned strictly and rehabilitated.

Besides the local tribe,  the non-tribals are also joining in this illegal activity. Opium is sold openly at shops in places like Medo and Gunanagar especially every Sunday and at the residences of private as well as Govt. employees.

You will be shocked to know that people of all ages, right from minor children of 12 - 15 years to 70 years of age in Lohit and Anjaw Dists are involved in the illegal trade. During harvest even minors are engaged and are earning about Rs. 300 to 500 per day as daily wages.

According to some misguided persons, opium cultivation and its business is the only viable alternative of earning cash for livelihood. But I don't think so, because many well to do families, employees, businessmen are also involved and so far there is no fear of any kind.

In my view, our districts are very resourceful naturally and people can opt for cash crop like cardamom, ginger, medicinal plant, horticulture, orange, tea, rubber plantation and piggery, poultry, dairy, vegetables farming.

In comparison to other district of Arunachal Pradesh we have sufficient plain land suitable for cultivation of many costly crops.  Given the small size of local population of the district the resources available can easily feed the local populace.

And with the availability of natural resources including mines & minerals and forest industries there cannot be immediate unemployment if they are properly tapped.

In Lohit district, because of the opium & drug addiction crimes like extortion is increasing day by day among the youths and they are becoming sick members of our society. They are unable to contribute their valuable time for the social and other economic development activities.

It is my strong conviction that student organizations should be mobilized to organize awareness campaigns against the use of drugs. And they should be financed to visit the affected districts as soon as possible and provided with all facilities by the district administrations.

I would like to request for immediate action and in this regard the administration should involve local leaders, NGOs, students community, youth force and women organizations in particular to offer their services for Lohit & Anjaw Districts  and the central police force should be entrusted for execution of the laws. De-addiction camps and centres need to come up for rehabilitation at places like Anjaw, Tezu & Medo. However, the local police force should not be deployed for the purpose because they are themselves victims of addiction.

I hope my plea would be seriously considered to save the present and future generation from a calamity of the worst kind. For if our human resources become paralyzed, then for whom is the much hyped economic development meant for?

The burning issue today is not erratic action by burning poppy fields now and then or speeches by our public leaders but the declaration of a comprehensive policy to root out the menace if real development of the state is contemplated.

Stay in posting places

Dear Editor,

Mechuka Sub-division, endowed with scenic beauty, needs more Govt attention, particularly tourism department to promote its potentials as well lure more tourists. There is ample scope for promotion of adventure tourism in the area like para-gliding, river rafting, angling, trekking, golf, mountain biking etc which will not only bring in development but also  facilitate employment avenue to the youths. Therefore, we appeal to the state Govt to do the needful to make Mechuka one of the tourist hot spots.

We heartily appreciate the initiatives taken by Tourism Minister Pema Khandu and Parliamentary secretary, tourism, Pasang Dorjee Sona, who is also local MLA, for bringing first chartered flight at Mechuka as part of tourism promotion.  

We expect more such initiatives from both these young leaders for tourism development in Mechuka and other tourist hot spots of the state.

On education sector, we support the demand of the Boh Aao Welfare Society (BAWS) for upgradation of Govt middle school, Tato to secondary school from next academic session. We would like to appeal the state Govt, particularly the education department to consider the long-pending genuine demand of the people and also request the local MLA to take up the matter immediately with the Govt for necessary action.

During our recent visit to Mechuka subdivision, we could found that most of the officers and staff remained absent from their offices. They prefer to stay at district Hq Aalo and some other places. Local people complained that they have to wait for visit of officials, who hardly visit Mechuka twice or thrice in a month or have to go down to Aalo for any official works.

I, on behalf of the All Libo Bokar Ramo Students’ Union (ALBRSU), appeal to the officers and officials to return their posting places.

IT sector and women

The higher echelons of IT companies are still disproportionately dominated by men. Eighty one per cent of all the women knowledge workers are at the entry level and 41 per cent are mid-level managers. Just three per cent hold top management positions, according to a survey.

Most women believe that men still call the shots in the IT industry but are appreciative of the support they get in these companies when working in gender diverse teams.  A good 76 per cent of the women polled for the survey rated the support from their managements in the range of okay to excellent.

The survey shows that charting out clear growth maps leading all the way to the top may in fact be a key retention factor for IT companies. Women who feel they are up against a glass ceiling with no further head-room to move up are most likely to drop out. This is because there is already enormous pressure on mid-career women to choose between home, children, and family on the one side and a career on the other. If the career appears to be going nowhere, the choice often becomes a no-brainer.  

IT companies need to ensure there are more role models at the leadership level for women to aspire to reach there. IT sector  should understand the special needs and social obligations of women workers.
